Would have been on military duty during this period, it appears that he may well have been in wartime based locally so that he could complete his Law degree.

Note: In 2020 a document written by Mary Helen Flournoy Strohm and narrated by Ernests son Robert Melville Blincoe corrected the record for his Army Service in WW1. Mary Helen writes

“In April of 1917, when the United States entered World War I, Ernest was in his final year at KU Law School, and he requested and received a commission as a Second Lieutenant in the United States Army Infantry. His final exams at KU were waived and he reported for duty at Fort Riley where he became a training officer in the Infantry.  He was later promoted to Captain and transferred as Company Commander to Camp MacArthur, the new Officer Candidate School in Waco, Texas. The “War to end all wars” ended on November 11, 1918, and he and thousands of other servicemen were quickly discharged and sent home.”

“The Kansas Corporation Commission was Ernest’s employer in the State Capitol Building in Topeka, Kansas from 1933 until 1939. When Alf Landon became governor in 1933, an early duty for him was to appoint new commissioners to the recently reorganized KCC. The new KCC rules required the three-man board to be two Republicans and one Democrat, so Ernest was appointed as the lone Democrat. The Commission had broad responsibilities for the regulation of trucks, railroads, oil production, and other utilities within the state. The Commissioners needed to travel throughout the state for hearings, to neighbouring states for interstate meetings, and to distant convention sites such as Seattle, Atlanta, and Florida.” Mary Helen Flournoy Strohm
